The Malaysia Association of Hotels (MAH Penang Chapter) welcomes the firm stand taken by the Penang State Government on the issue of Short-Term Rental Accommodation (STRA) which has been a concern for the hospitality industry all this while.
Penang MAH chairman Dato Tony Goh said that the firm stand taken on the matter is much welcomed and applauded.
“I am writing to express my strong support and appreciation for the state’s pioneering leadership and ongoing efforts to regulate Short-Term Rental Accommodation (STRA), making Penang the first state to implement new by-laws for short-term rentals, including Airbnbs.
“As a hotelier, I firmly believe that establishing a robust regulatory framework for these services is essential for the industry. Proper regulation creates a level playing field for all accommodation providers, ensuring fair competition and compliance with local laws.
“Furthermore, requiring operators to be properly licensed significantly improves transparency and enhances the safety and security standards for tourists visiting Penang.
“As key stakeholders in Penang’s hospitality and tourism sector, we welcome these initiatives and look forward to the continued and thorough implementation of these regulatory measures. Thank you for your dedication to safeguarding the standards of our tourism industry,” said Goh in his press statement.
Earlier today the State Exco for Local Government, Town and Country Planning YB Jason H’ng had announced in a press conference on new laws with regards to STRs wef August 1, 2026.
Among the highlights of the new ruling requires all STRA operators to obtain licenses from their respective local councils by next two months. Failing which, enforcement will be carried out from November 1, 2026.
Penang is the first state to implement such laws regarding STRAs. The annual license fee will be RM1,000 with RM50 for application. Failure to comply can lead to a fine of RM2,000, a jail term of one year or both.
