To further elevate air connectivity and tourism between Penang and Hong Kong, Penang Global Tourism (PGT) and HK Express inked a Memorandum of Understanding (MoU) to enhance this understanding.
Present at the signing ceremony held at the HK Express headquarters in Hong Kong yesterday (Oct 27) was State Exco for Tourism and Creative Economy YB Wong Hon Wai along with Penang Global Tourism Chief Executive Officer, Ooi Chok Yan.
Lending support was YB Joseph Ng, Penang state assemblyman for Air Itam and Tourism Malaysia Hong Kong Director, M.Yoganthiran. Representing HK Express was its Chief Executive Officer, Jeanette Mao, Chief Commercial Officer KK Ong and their team members.
In his address Wong expressed the great significance of the MOU between Penang Global Tourism (PGT) and HK Express.
“This is more than a ceremony; it marks the beginning of a new journey, one that opens a fresh chapter in exchanges between Penang and Hong Kong.

“Penang and Hong Kong share a long-standing and meaningful connection. Both places are known for their openness, cultural diversity, and creative spirit. We share common languages and a similar urban rhythm. Our inclusive and innovative DNA has made us close partners in cultural and economic exchanges.
“In June of this year, I led a Penang delegation to Hong Kong and witnessed HK Express’ announcement to increase the Hong Kong–Penang route to twice-daily flights.
“Today, that commitment has been fulfilled. Since 26 October, the twice-daily direct flights have shortened the distance between us and deepened the frequency of friendship and cooperation,” added Wong.
He also shared his gratitude for HK Express’ trust and support over the years.

“This collaboration is one of the latest initiatives driven by the Penang State Government to deepen linkages with Hong Kong through diversified partnerships and international promotion, laying a strong foundation ahead of Visit Malaysia Year 2026, ” said Wong.
Through the strong route network of HK Express, Penang will be better connected to the Greater Bay Area, Mainland China, Japan, Taiwan, and other key source markets, welcoming more travellers to experience Penang’s cultural heritage, historical character and artistic lifestyle.
The trip was also joined by senior Malaysian media representatives from the various print and online teams.
Meanwhile, Mao shared that since launching the Penang route in November 2024, demand has grown strongly and steadily, with an average load factor of around 80 percent.
“This step-up is the result of HK Express’s network and schedule investment, together with the strong support and promotional drive of the Penang State Government and PGT. .Both HK Express and PGT have collaborated closely to grow demand between the Greater Bay Area and Penang, and there is more to tap in the 80-million-strong GBA market.
“Today, I am honored to witness the signing of the MoU between HK Express and PGT. It elevates an already close partnership. Looking ahead, we will continue to strengthen connectivity through Hong Kong to Penang and beyond, deepen joint promotions, and leverage our network to bring more visitors in both directions,” she added.
She also welcomed media friends from Penang to experience Hong Kong first-hand and the convenient links to other GBA cities, so more travelers can follow their stories help turn connectivity into real journeys and shared growth.
Additionally, KK Ong chipped in to share that to further spice up the promotion, they are offering a round trip offer of RM600 only till tomorrow (Oct 29).
While there, the Penang delegation also paid a courtesy visit to the Secretary for Culture, Sports and Tourism of Hong Kong and the Hong Kong Tourism Board (HKTB). Discussions focused on deepening mutual cooperation in cultural tourism, event promotion, and sustainable travel development.
