
The Penang State Government is actively exploring the Middle East as a new source market for medical tourism as part of its strategy to diversify international patient arrivals and reduce over-reliance on its traditional markets, particularly Indonesia and other Southeast Asian countries.
The resumption of Qatar Airways’ direct Doha–Penang service under its Winter Schedule marks another significant milestone in strengthening Penang’s international connectivity while creating new opportunities to expand the state’s medical tourism market, particularly from Qatar and the wider Middle East.
Penang State EXCO for Tourism and Creative Economy, YB Wong Hon Wai, recently welcomed a high-level delegation led by His Excellency Salah bin Mohammed Al-Sorour, Ambassador of the State of Qatar to Malaysia. The delegation, which travelled from Kuala Lumpur, visited three of Penang’s leading private healthcare institutions—Island Hospital, Northern Heart Hospital Penang and Sunway Medical Centre Penang—to explore potential collaborations in healthcare services, medical tourism and international patient referrals.

Also present was Dato’ Muzammil Mohamad, Regional Manager for ASEAN of Qatar Airways. The programme also included an engagement session between the Qatari delegation and members of the Penang Centre of Medical Tourism (PMED) to discuss opportunities for future collaboration in promoting Penang as a preferred destination for quality healthcare.
“Qatar Airways’ direct Doha–Penang flights represent more than just enhanced air connectivity. They serve as a strategic bridge connecting Penang with Qatar and the broader Middle East, opening new opportunities for tourism, business exchanges and, importantly, medical tourism,” said Wong.
“While Indonesia and Southeast Asia remain Penang’s key medical tourism source markets, the State Government recognises the importance of diversifying our international markets. Exploring the Middle East will enable us to expand our reach, strengthen market resilience and reduce our dependence on any single source market.”

He also added that improved accessibility through direct flights will further strengthen Penang’s competitiveness in attracting international patients seeking specialised medical treatment, while also promoting the state as a destination renowned for its rich cultural heritage, world-famous gastronomy and diverse tourism experiences.
During the visit, the delegation was introduced to Penang’s comprehensive healthcare ecosystem, including the specialised cardiac and vascular services offered by Northern Heart Hospital Penang, as well as the multidisciplinary medical expertise and international patient services available at Island Hospital and Sunway Medical Centre Penang. The visit also provided an opportunity for constructive discussions on future cooperation to facilitate cross-border healthcare and strengthen patient referral networks between Qatar and Penang.
